Frequently Asked Questions

How do EU procurement rules work?

Public buying in the EU follows Directive 2014/24/EU. For 2026 and 2027, contracts above EUR 140,000 for supplies and services bought by central government, EUR 216,000 for other public buyers and EUR 5,404,000 for works must be advertised on TED (utilities and defence have their own thresholds), and bidders from any EU or EEA member state may compete.

Can non-EU companies bid on EU tenders?

Often, yes. The WTO Government Procurement Agreement, which the US and UK have joined, opens many above-threshold EU tenders to their companies, but what is covered depends on the buyer and the type of contract, so check the notice. Below the thresholds, national rules apply.

What languages are EU tenders published in?

TED publishes contract notices in all official EU languages. However, full tender documentation is typically available only in the language of the contracting authority.
